Web design moves on page count and copywriting. Six pages of content you already have is a different job from sixteen pages that need writing from scratch. That is the whole range between $1,000 and $2,000.

SEO and local SEO move on how much is broken when the audit runs. A forty page site with clean canonicals is quick. A four hundred page site with duplicate templates and a decade of redirects is not. If the scope is bigger than the listed price covers, you hear about it before any work starts.

Do I need all of them?
No, and most businesses do not. A site that looks dated but ranks fine needs web design. A site that looks fine but nobody finds needs SEO.
